Meeting Minutes

Regular Meeting

K. Metzler called the meeting to order at 7:35.

W2010-29 ~Eldredge Mills Road (Map 33 Lot 01 Map 33 Lot 04 & Map 34 Lot 12 Zone R80) Logging Application Owner: Richard Mihok Applicant: Hull Forest Products (Received November 8, 2010 Public Hearing by January 12, 20011 Decision within 35 days after close of P.H.)

Brennan Sheahan of Hull Forest Products and Mr. Mihok were present.

G. Jones prepared a memo on his findings and presented it to the board.  He said his biggest concern is the untraveled portion of Eldredge Rd but that is does not need a lot of work; only limited regrading.  He said they are proposing to dump a couple of loads of 6 inch riprap to make the entrance and a load of course gravel to fix the road bed.  He said the first crossing does not have any culverts and only has flow during the wet season.  The water is held back by the road but as it rises it flows across the road.  G. Jones said he did not see any reason to do anything with this area because the logging will be done during the dry season. G. Jones said there are two crossings proposed and they will both be bridged with corduroy along the entrance and exits with the 24’ bridge section resting on top of the corduroy to build up some height.  G. Jones said there are a few places that will need waterbars installed and that all the trees are marked along with property lines and skid trails.  K. Metzler asked if G. Jones would inspect while the operation is going on and he said yes.

A discussion was held on the forwarder, logging truck and staging area.  M. Drobney asked the timeline of the work and Mr. Sheahan said he would like to get in during frozen conditions this year and be out by spring.  If they are not done, they will stop and start up again next winter.  Mr. Sheahan showed the logging area on the plans.

T. Gutowski motioned to approve the application with that condition that the applicant notifies their agents when works begins and inspect the work done.  E. Brand seconded the motion.  All in favor.  

W2010-30 10 Old South Willington Road (Map 18 Lot 36B Zone R80) Logging Application Owner: Richard & Michelle Burns Applicant: Hull Forest Products (Received November 8, 2010 Public Hearing by January 12, 2011 Decision within 35 days after close of P.H.)

Brennan Sheahan was present.  G. Jones explained his memo and showed his assessment on the plans.  He said the landing site is located on #8 South Willington and has one crossing which will include corduroy on the entrance and exits with a 24 foot bridge.  Mr. Sheahan said the bridge section will be 24 foot long, 6 inches thick and wide and mounted together for a 3 foot stand elevated with corduroy.  G. Jones said he does not have any significant issues.  T. Gutowski asked how close to the wetland area and Mr. Sheahan said they are 100 plus feet away.  He said they will be doing the work in the winter.  T. Gutowski asked if they would work both sites at the same time and Mr. Sheahan said yes, Hull Forest Products is a large logging organization that employs over 60 people.  

D. Schreiber motioned to approve the application with the condition that the applicant notify the agents when harvesting begins to go out and inspect.  M. Drobney seconded the motion.  All in favor.

Mr. Sheahan submitted a Notification of Timber Harvest form to the Commission.  He said it was produced March 10, 2010 and that it is a standardized form.  He asked the Commission to review the form.  

New Business

The Town of Willington was added to the agenda as a Pre-application.  They had several projects they wanted to discuss with the Commission and will come in later with an application.  Karl Acimovic was present.  He said they would like to do drainage improvements to the Public Works Garage and Transfer Station.  Mr. Acimovic said they are finally at a point to get it done and explained the discharge areas.  He said they are proposing to install storm water treatment centers and showed this on the plans.  A discussion was held.  He said all proposed work will be under the Stormwater Pollution Prevention Plan per regulations.  A discussion was held on the controls in place if a spill occurred.  

Mr. Acimovic said the next issue is Polster Road Bridge.  He said the Connecticut DOT inspected the bridge and they have scour problems at the base of the bridge due to the increase in velocity.  Mr. Acimovic said they received notification and they are funded for replacement of the super structure and that the super structure is corroding away.  He showed the proposed work on the plans and said they would like to do the work in the spring during a low flow period.  Mr. Acimovic said the state has given them notice that the work has to be done.  A discussion was held on notifying Fisheries.  

Mr. Acimovic presented plans for the next proposed project on Turnpike Road Extension.  He said there are two 40 inch corrugated metal pipes that while still in usable condition, they are not efficient in terms of flow capacity and strength.  He said, in October 2005, the pipes exceeded capacity and the dead end road flooded out. G. Jones said he has gone out to the site with Karl and the proposal is the best way to straighten out the situation.  Mr. Acimovic asked the Commission if there is anything additional they would like to see when they come in with the application and K. Metzler said he would like details on stabilization and details on the vegetation to be brought in.  

The next item Mr. Acimovic brought before the Commission was drainage improvements on Turnpike Road from Fermier Road up to the town line.  He showed aerial pictures and a brief discussion was held.
